Governance parameters

Mangrove's Governance is a user or a contract, which has permission to set Protocol wide and Offer List specific configuration parameters.

Global governance parameters apply to all interactions with Mangrove. Local governance parameters are (outbound, inbound) Offer List specific. Both global and local parameters are under the control of Mangrove's governance.
